2/4 1. The Social Value Model. Social value as a concept is not new. It originated in the Public Services (Social Value) Act 2012, which required public authorities to ‘have regard to’ economic, social, and environmental wellbeing in public services contracts. However, it was recognised in 2020 that improvements were needed in how this was applied in practice. The new ‘Social Value Model’ went live on 1st January 2021, linking to wider UN Sustainable Development Goals. It contains a set of model questions for inclusion in procurement documents, and the requirement is now to formally evaluate the response rather than simply ‘have regard’ to it in an unmarked question.
